Council to Weigh Northeast Sector Plan, Police Pay and Hotel Tax Allocations

 

SAN ANGELO, TX — The city council on Tuesday will consider adopting the Northeast Sector Master Plan, allocating fiscal 2027 hotel occupancy tax funds for arts and historic preservation, and amending the new fiscal year’s budget for a police department pay plan. 

The regular meeting begins at 8:30 a.m. in the south meeting room of the McNease Convention Center, 501 Rio Concho Drive. 

Council members will also consider authorizing the city manager to negotiate employee and retiree medical, pharmacy, vision, dental, and ancillary benefit coverage. 

Council will also consider a resolution amending the schedule of fees and charges for parks and recreation, Fairmount Cemetery, and the airport. 

First readings and public hearings are posted for two zoning requests, both from single-family residential to three- and four-family residential: Z26-10 at 2000 Marx St. and Z26-11 at 622 E. 44th St. 

On the consent agenda, which may be approved in a single vote, the council will consider a memorandum of understanding with Downtown San Angelo Inc. for up to $40,000 for an advertising campaign related to the Community Accessibility and Connectivity Project. Another consent item would amend a task order with SKG Engineering by $383,100 for survey and appraisal services on the EWP Buyout Project. 

Other consent items include a supplemental easement and right-of-way to AEP Texas Inc. in the George Schubitz Survey; approval of the City of San Angelo and Tom Green County Hazard Mitigation Action Plan Update 2026; an encroachment agreement for parking in the right-of-way at 2323 Ben Ficklin Road; and a resolution adopting a budget policy. 

Second readings and public hearings are listed for zone changes at 3 E. Ninth St., 2412 Paint Rock Road, a 4-acre tract at 4239 S. Chadbourne St. (with a related comprehensive plan amendment from industrial to commercial), 3302 Grape Creek Road and 655 Caddo St. The consent agenda also includes abandonment of 11,198 square feet of right-of-way at the end of Adobe Drive and an amendment to the Master Thoroughfare Plan reclassifying a 0.53-mile portion of Adobe Drive from a minor collector to a local road. 

The council is scheduled to proclaim Oct. 17 as Visual Art Capital of Texas Mural Festival Day and Oct. 5 as World Habitat Day and Affordable Housing Day. 

A closed session is posted for attorney consultation on Texas Local Government Code Chapter 380 and Texas Tax Code Chapter 312; attorney consultation on establishing a municipal court of record and related charter or code amendments; and personnel matters regarding the municipal court judge. Any final action would be taken in open session.

Public comment is scheduled before the consent agenda. Speakers must sign in with the city clerk, address the council from the podium, and generally limit remarks to three minutes.
