San Angelo City Council to Name New City Manager

 

SAN ANGELO, TX — The San Angelo City Council is scheduled to appoint Phillip Urrutia as the city’s next city manager during its regular meeting on July 7. 

The council will first discuss the appointment, employment and duties of the city manager in closed executive session before voting in open session to name Urrutia effective Aug. 1, 2026, and authorize the mayor to negotiate and execute an employment agreement. 

The move comes as the council also plans to recognize outgoing City Manager Daniel Valenzuela for his distinguished career and years of dedicated service. A reception for Valenzuela will immediately follow the proclamations and recognitions portion of the meeting, with the council resuming business about 30 minutes later. 

The meeting starts at 8:30 a.m. at the McNease Convention Center South Meeting Room, 501 Rio Concho Drive.

  • Amended resolution requesting financial assistance from the Texas Water Development Board’s Water Supply and Infrastructure Grant program for the Randolph Street Transmission Line Replacement Project, approval of the Signatory Authority Delegation form, and authorization for the city manager or designee to negotiate and execute related documents
  • Authorization for the Fire Department to apply for a FEMA Assistance to Firefighter Grant of $1,646,190 (with $149,654 local match) for 112 self-contained breathing apparatus, 110 face pieces and 288 SCBA cylinders, and authorization for an assistant city manager to negotiate and execute related documents
  • Ratification of a COSADC resolution authorizing its board president to negotiate and execute a memorandum of understanding with the city (not to exceed $34,000) for an Airport Catchment Analytics Study
  • Authorization for Animal Services to accept a $90,000 donation for NexGard from People Assisting Animal Control
  • Approval of a resolution to release an underground utility easement at 5050 Red Oaks and authorization for an assistant city manager to negotiate and execute related documents

Regular Agenda
