SAN ANGELO, TX — A San Angelo man has been arrested for the brutal sexual assault of his neighbor.
Cole Dow, 34, was arrested by the San Angelo Police Department for sexual assault on Monday, April 20, 2026.
According to court documents, at about noon on April 20, San Angelo police responded to Preusser Street regarding an assault victim. Officers advised the investigator that upon arrival they met with the victim, who said that her neighbor, Dow, had sexually and physically assaulted her. The victim had injuries consistent with an assault.
The investigator learned that the victim lived near Dow and that he contacted her by phone asking for help moving his couch. She arrived at his residence to help, and Dow said that he didn’t need help moving the couch. When the victim went to leave, Dow grabbed her by her shirt and hair, threw her on the couch, and got on top of her. The victim screamed and Dow struck her multiple times and even covered her mouth with his hand and a pillow.
Then, the victim stated Dow threw her on the bed, forcibly removed her clothes and sexually assaulted her.
Afterward, she said she attempted to run out of the residence, but Dow grabbed her again and sexually assaulted her again while hitting her with a closed fist. Throughout the assault, Dow allegedly kept telling the victim that he needed her help.
The investigator observed multiple injuries to the victim’s neck and face. Her lip appeared to be cut, and there was a significant amount of blood present. The victim’s shirt also had quite a bit of blood on it. As the interview continued, the investigator noted that the victim’s jaw began to swell and appeared discolored.
Dow was arrested by the San Angelo Police Department and booked into Tom Green County Jail for sexual assault and a parole violation. He has a $350,000 bond.
