SAN ANGELO, TX — San Angelo police arrested a 58-year-old fugitive wanted on multiple felony child sexual assault charges in Reagan County, while a second fugitive was taken into custody at the Texas-Mexico border, the Reagan County Sheriff’s Office announced.
Santiago De La Rosa, 58, was arrested without incident Feb. 6 at a San Angelo apartment complex. He faces two counts of aggravated sexual assault of a child, one count of sexual performance by a child under 14 (employ/induce/authorize), and one count of continuous sexual abuse of a victim under 14 — all first-degree felonies. The charges stem from alleged incidents in Big Lake in the early 2000s.
De La Rosa was initially booked into Tom Green County Jail and later transported to Reagan County Jail, where additional warrants were served Feb. 10.
In a separate case, Javier Veloz, 36, was apprehended at the Del Rio international bridge after fleeing to Mexico. He faces one count of burglary of a habitation with intent to commit another felony, a first-degree felony, following an alleged Jan. 8 assault on a 60-year-old man in Big Lake.
The operations involved coordination between the Reagan County Sheriff’s Office, San Angelo Police Department, U.S. Marshals Service, Texas Department of Public Safety, and Mexican authorities.
Sheriff Jeff Garner thanked the partnering agencies for their assistance in removing the fugitives from the streets.
No additional details were released to protect the victim's privacy.
