Mineral Wells Man Killed After Being Struck by Semi While Lying on Service Road

 

CISCO, TX — A 52-year-old Mineral Wells man was struck and killed early Wednesday by a tractor-trailer on the Interstate 20 north service road in Eastland County, according to a preliminary Texas Department of Public Safety crash report. 

Franklin Wayne Miller was lying in the roadway when he was hit by a 2014 Peterbilt 388 truck tractor traveling eastbound near mile marker 333, about three-tenths of a mile east of Cisco, the report states. He was pronounced deceased at the scene at 12:42 a.m. by Justice of the Peace Jon Glenn. 

Robert Foster, 48, of Krum, was driving the truck. Foster and his passenger, Cobey Blanton, 30, of Hillsville, were wearing seatbelts and were not injured. No other vehicles were involved. 

The preliminary investigation determined that Foster did not observe Miller in the roadway. Weather conditions were clear, the road was dry and the posted speed limit was 55 mph.
